Vorab ich habe kein iOS Gerät, nur Google bemüht.

Wenn Du eine App wie die folgende (war die erste meiner Suche, keine Empfehlung - geht nur ums Prinzip) nimmst und alle Inlandsnummer auf die Ausschlußliste setzt, zählt sie nur noch die Auslandsgespräche gegen das Monatskontingent.

Vielleicht gibt es Apps (oder diese kann das, ich kann es ja nicht testen), die Wildcards anbieten, dann könntest Du alle NICHT mit 00 beginnenden Nummern ausschließen.
